Jobrotation (job rotation)

What job rotation delivers, which forms exist and why it is announced far more often than it is actually carried out.

1. What is Jobrotation (job rotation)?

Job rotation is the planned, time-limited movement of employees between posts, tasks or areas. It serves development, the capacity to cover for one another, and the reduction of one-sided strain.

It differs from an ordinary change of post in three features: it is planned, time-limited and pursues a named objective – not simply the filling of a vacancy.

Typical purposes:

- Qualification – building capability in practice rather than in a seminar. - Cover capability – spreading key knowledge across several people. - Reducing strain – with physically or mentally one-sided work; the risk assessment under Section 5 ArbSchG expressly covers such strain. - A change of perspective – understanding for neighbouring areas. - Preparing succession – before taking over a role.

Its best-known problem is implementation: job rotation appears in many people development concepts and rarely happens. The reason is almost always the same – the releasing area loses output in the short term, the receiving area invests in induction, and the benefit accrues to the business as a whole.

2. Origin and development

Job rotation comes from work organisation and was initially a remedy against the monotony of highly divided production – alongside job enlargement and job enrichment. The purpose was health protection and motivation.

It reached people development later, as an instrument for developing successors and preparing succession. Both roots are still recognisable: in manufacturing it is mainly about reducing strain, in administration mainly about development.

Planned and time-limited

A start, an end and an objective belong settled. Without an end date the rotation becomes a transfer – or it does not happen.

Name the objective

Qualification, cover, relief or succession. Each objective calls for a different design.

Guarantee the return

Without a secured return nobody goes voluntarily.

The releasing area carries the burden. Without its agreement and some compensation every rotation fails.

Plan the induction

A rotation without induction is overload under another name.

  • Not suitable for all work – highly specialised roles can hardly be rotated

8. Best practices for implementation

Start small

Swap tasks within the team before planning cross-area placements.

Relieve the releasing area

Without compensation every rotation gets blocked internally. That is not a failure of leadership but a question of incentives.

Guarantee the return in writing

That is the condition for it being voluntary.

Name learning objectives for each placement

What should the person be able to do when they come back? Without that question the rotation becomes lending out labour.

Let them apply it after the return

Someone who can use nothing of what they learnt has lost the time.

9. Tips for employers and employees

For employers

  • **Do not let the releasing area carry it alone** – that is where job rotation practically always fails
  • **Fix the objective and the duration** – otherwise nothing comes of it, or it becomes a transfer
  • **Use cover capability as the argument** – it is the most immediate business benefit
  • **Do not rotate everything** – highly specialised roles are not suitable

For employees

  • **Settle the return before you agree** – in writing
  • **Agree learning objectives** – otherwise you are used as cover rather than developed
  • **Make the experience visible** – note what you learnt; it is an argument in the next conversation

Job rotation is one of those instruments that appear more often in concepts than in reality – and the reason is not negligence but a question of incentives: the burden sits with the releasing area, the benefit with the business. Anyone who wants rotation therefore has to relieve the releasing area, guarantee the return and name a learning objective for each placement. Then it delivers what no seminar delivers – spreading knowledge and creating the capacity to cover.

One German point is worth noting where rotation is used to reduce strain: the risk assessment under Section 5 ArbSchG expressly covers one-sided physical and mental strain, so rotation there is not only a development measure but part of occupational safety.
