Qualifizierungsgeld (qualification allowance)
What the German qualification allowance is, when it applies and how it differs from short-time work allowance and other training support.
1. What is Qualifizierungsgeld (qualification allowance)?
The Qualifizierungsgeld is a wage replacement benefit of the employment promotion scheme (Section 82a SGB III). It supports businesses in training rather than dismissing employees whose existing work is disappearing or changing fundamentally through structural change.
The underlying thought is a reversal: instead of funding unemployment and retraining afterwards, people are qualified while the employment relationship still exists. Employees are released for the duration of the training, the state replaces part of the loss of pay, and the employer bears the training costs.
The conditions include, among others:
- Structural change affects a substantial part of the workforce.
- The training imparts skills for different work within the same business.
- A works agreement or collective agreement on it exists (Section 82a(2) SGB III).
- The measure meets defined requirements as to duration and provider.
The benefit is comparatively new and its conditions can be adjusted. The amount, duration and conditions belong asked of the Federal Employment Agency – this entry deliberately does not state them.
2. Origin and development
The qualification allowance was introduced with the Training Act and closes a gap long felt in practice: short-time work allowance helps with a temporary loss of work, not with the permanent disappearance of a role. For structural change – the shift in powertrains, automation, digitalisation – there was no fitting instrument.
The policy intention is plainly one of labour market policy: trained workforces should stay in the business and be equipped there for new tasks, rather than taking the detour through unemployment.
